The Division of Code Enforcement and Administration administers mandated responsibilities of the Secretary of State with respect to codes regulating construction and maintenance of buildings, including fire prevention and life safety, structural stability, sanitation and accommodation for people with disabilities.The Division provides for: Administration of Title 9 Volume B, New York State Uniform Fire Prevention and Building Code, of the Official Compilation of Codes Rules and Regulations of the State of New York (NYCRR); technical assistance, code development, and coordination for the New York State Fire Prevention and Building Code Council; education, technical assistance, and code interpretation for practitioners and enforcers; a variance system for petitioners seeking code modification or specific relief; a Factory Manufactured Home Approval Program; a HUD sponsored Manufactured Housing Program; Certificates of Acceptability; oversight; and direct enforcement in opted out municipalities.
